Dr. Sara Hughes

On February 23, the GLLC Task Force on Climate Resiliency had a discussion with Dr. Sara Hughes from the University of Michigan. Hughes’s recent research focuses on the political and institutional dimensions of equitable access to safe and affordable drinking water in the U.S.; the role of municipal finance in drinking water management and resilience; and improving urban flooding response and preparedness, including equitable approaches to building climate resilience.

Dr. Hughes studied the eight Great Lakes states and active policies to provide information, planning guidance, regulations and standards, and funding to support flood resilience. States earned a ‘star’ if the policy included equity measures. In her presentation, Dr. Hughes outlined the pivotal role states played in supporting resilient communities and bringing equity to the way resilience efforts are approached.
